V osnovu knigi legli lekcii, pročitannye v 2013 g. v Fudanskom universitete (KNR) amerikanskim professorom i urožencem Brazilii Žoze Stelle. Po svoemu charakteru ėti lekcii otnosjatsja k sfere političeskoj filosofii. Predmetom razmyšlenij avtora javljaetsja poisk optimalnoj modeli konstitucionnogo ustrojstva dlja razvivajuščichsja stran i, prežde vsego, dlja Kitaja. Vsled za F. Chajekom avtor kritičeski otnositsja k demokratičeskoj modeli, suščestvujuščej v SŠA s prisuščimi ej nedostatkami ėlektoralnoj demokratii. Stelle polagaet, čto i Rossii, nachodjaščejsja v processe transformacii, ne stoit sledovat zapadnoj demokratičeskoj modeli. Konstitucionnaja reforma, predložennaja Chajekom ešče v konce 1970-ch gg., s točki zrenija Stelle, chotja i nuždaetsja v soveršenstvovanii, no ostaetsja dejstvennym sredstvom ulučšenija političeskoj sistemy upravlenija obščestvom.
